Overall Objective The proposed Thematic Strategy on waste provides a comprehensive framework for a review of the EU's waste policy based on prevention and recycling. The biggest challenge is to decouple waste generation from economic growth in order to prevent waste from being generated in the first place.

The consultation on the Thematic Strategy was completed in 2003. The presentation of the final strategy has been delayed from the end of 2004 to Spring 2005.
